The California Air Resources Board staff, under the authority of AB 32 (assembly bill 32), are wrapping up the completion of the list of Discrete Early Actions that the State can take before 2011 to combat global warming.

The following is our public testimony urging the ARB staff to support carpooling and rideshare incentives as part of the early action items.

We believe that there are between 19 and 60 Million Metric Tons of CO2 that can be removed each year by following our plan.

Rideshare sites such as http://ridebay.com represent a market based approach to rideshare that results in a zero-emissions technology for the passenger. I call on the ARB to use it’s authority under Assembly Bill 32 to promote early actions to support the roll of rideshare in reducing our Green House Gas emissions.

As a public participant in Californias Climate Change Initiative process, I have come to the following observation.

The state of California wants to have meaningfull reductions to Global Warming impacts, as long as we can keep selling new cars. In fact it is key that we all buy new cars.

The following is a plea to our State of California to take action to end the illegal ongoing conflict of interest that puts 20% - 30% more vehicle exhaust into the atmosphere.

The State of California grants the Regional Transportaion Authorities oversight of Carpool matching services. The actuall pairing of drivers and riders. That program is underfunded and non-existent in some transit authorities.

California is suing the automakers for their contribution to global warming.

So, I have to ask, will the State of California sue me for driving a car?

Should I sue the State for damages from the ongoing illegal conflict of interest?
